Temperature-Sensitive Cargo at a CFS: Every Handoff Matters

A temperature-sensitive shipment does not cease to be temperature-sensitive when the aircraft lands.

In many ways, arrival begins one of the most important parts of the journey.

For freight forwarders and customs brokers, temperature-sensitive cargo may need to move through airline recovery, transfer, breakdown, Customs or Partner Government Agency review, staging, release, and final pickup. Every one of those steps creates another handoff—and another opportunity for unnecessary exposure or delay.

That is why good temperature-sensitive cargo handling at a Container Freight Station (CFS) is about more than refrigeration. It is about planning the entire movement around the shipment’s specific requirements.

Temperature Control Starts With Time

The first priority is simple: minimize unnecessary exposure.

Temperature-sensitive cargo should be identified before recovery whenever possible so the receiving operation knows what is arriving and what handling requirements apply.

That allows the forwarder and CFS to plan around several critical points:

  • Recovery timing, coordinate the movement from the airline so temperature-sensitive freight can be processed promptly,
  • Dock exposure, minimize unnecessary time in uncontrolled receiving, breakdown, or staging areas,
  • Required conditions, follow the temperature range and handling instructions specified for the individual shipment rather than assuming one standard applies to every commodity,
  • Next movement, coordinate release, transfer, or pickup early so freight does not remain in storage longer than necessary.

IATA’s current guidance similarly treats temperature management as an end-to-end process involving advance arrangements, acceptance, storage, handling, packaging, documentation, and critical control points.

Cold-chain handling is less about reacting quickly than eliminating the need to react in the first place.

The Label, Paperwork, and Cargo Should Tell the Same Story

Before freight moves through a facility, the handling requirements need to be clear.

Forwarders should make sure the CFS has the information necessary to identify:

  • Required temperature range, confirm the shipment’s actual handling specifications,
  • Handling labels, make sure time-and-temperature-sensitive markings and other special instructions are visible and consistent,
  • Shipment documentation, verify the Air Waybill and accompanying records accurately describe relevant handling requirements,
  • Packaging requirements, identify dry ice, coolant, insulated packaging, or other systems requiring special procedures,
  • Special instructions: Communicate commodity-specific requirements before arrival rather than after freight reaches the dock.

This is especially important with dry ice. IATA treats dry ice used as a refrigerant as dangerous goods, introducing additional marking, labeling, documentation, and handling requirements.

Don’t Forget the Data

Temperature monitoring can provide valuable information about what happened to a shipment during transit.

Depending on the commodity and shipment procedures, data loggers, indicators, and other monitoring devices may help document conditions at different custody points. IATA has increasingly emphasized tracking, traceability, and condition monitoring in temperature-sensitive air cargo management.

That information can become particularly important when there is a suspected temperature excursion or a later cargo claim.

Think about three things:

Custody. Condition. Time.

Knowing when freight changed hands, what condition was documented, and how long it remained at each stage provides a much clearer operational record than simply noting that a shipment appeared acceptable at pickup.

A Customs Hold Doesn’t Stop the Clock

Temperature-sensitive freight is still subject to the same regulatory processes as other imported cargo.

A shipment may encounter:

  • CBP holds, additional Customs review can prevent immediate release,
  • PGA requirements, regulated commodities may require action from agencies beyond CBP,
  • Customs examinations, selected freight may need to move through an examination process,
  • Documentation issues, missing or inconsistent information can extend dwell time.

The regulatory process continues regardless of the product’s sensitivity to time or temperature.

That makes coordination particularly important.

Forwarders and customs brokers need to know where freight will go, what conditions must be maintained, who needs to receive instructions, and what happens next if release does not occur as expected.

The Forwarder’s Work Starts Before the Plane Lands

Some of the best cold-chain decisions happen while the shipment is still in the air.

Before arrival, forwarders should communicate as much information as possible to the facility handling the freight:

  • Arrival details, provide the flight, expected availability, and recovery information,
  • Commodity information, clearly identify what is being handled and any special requirements,
  • Temperature instructions, communicate the required range and relevant handling procedures,
  • Monitoring requirements, identify applicable loggers, indicators, or documentation procedures,
  • Customs status, communicate known holds, examination requirements, or release information,
  • Pickup plans, arrange the next transportation step before freight becomes available whenever practical.

Clear communication between parties is a recognized part of maintaining temperature-sensitive and perishable cargo integrity, particularly when minimizing delays between transfers.

Ask operational questions.

How quickly can the freight be recovered? What handling requirements need to be communicated before arrival? What happens if Customs places the shipment on hold? How will the condition and custody of the freight be documented? Is the next transfer already coordinated?

Temperature-sensitive freight does not care which company technically has custody when something goes wrong. Every transfer is part of the same journey.
